Consultancy for Monitoring and Evaluation training for ISF Implementing partner organizations staff.
1.1. International Solidarity Foundation (ISF)
The International Solidarity Foundation (ISF) is a Finish NGO, which is implementing a project on prevention and mitigation of violence against women in Kisii and Nyamira Counties, Kenya through local partners. The ISF Development Cooperation Program is based on the ISF development vision that pre-conditions for men and women to live decent and happy lives through continuous improvement. ISF’s development cooperation is based on the basic notion that all people must have the right to influence the development of their life and the realization of their rights regardless of their gender or wealth. To implement this development vision, ISF promotes (for the benefit of its beneficiaries):
- Improved access to livelihoods through decent work;
- Gender equality;
- Civil society strengthening at local level.
ISF aims at having improved livelihoods among all women and men in its operating areas, progression in women’s right to self-determination and capacity building of partner organizations in the civil society sector.
ISF’s local partners are responsible for the implementation of the projects in the partner countries and ISF facilitates and supports the partners for the benefit of the beneficiaries. ISF emphasizes on participatory approach; each individual must have the right to influence the decisions affecting him- or herself. Participation enhances people’s interest in and commitment to a project’s goals and, thus, makes its impacts better in quality sustainability. Furthermore, ISF believes that development cooperation is a mutual learning p1 rocess. A good cooperation relationship enriches the internal and joint learning processes of both ISF and the partners; contributing to, for example, better working methods.
The main focus of ISF programme in Kenya is to contribute to gender equality by strengthening the mechanisms which prevent and mitigate violence against women.
1.2 Centre for community Mobilization and Empowerment (CECOME)
Centre for Community Mobilization and Empowerment (CECOME) is a women-led nongovernmental organization that was duly registered in the year 2012. The organization mission is to uphold the dignity and empowerment of all genders through, capacity building and livelihood promotion the organization’s vision is to have an equitable and just society empowered to drive socioeconomic change.
CECOME is implementing a Sexual and gender-based violence prevention and mitigation project in Kisii County targeting girls, women and youth through the support of International Solidarity Foundation.
1.3. Purpose of the consultancy.
- a) The purpose of this consultancy is to train ISF implementing partner staff on monitoring and Evaluation to ensure effective and efficient implementation of organization programs.
1.4 Scope of work and Key tasks
The training should be able to equip the implementing partner staff with knowledge and skills to Plan, Monitor and Evaluate programs in the context of result-based management and managing for development.
- Develop the M&E Plan, results framework including M/E tools.
- Develop an M/E data base
- Oversee M&E activities, collect data and develop data collection tools.
- Produce M&E reports
- Develop evaluation guidelines.
- Review the current logical framework and Monitoring plan.
1.4.1: Summary of key deliverables:
- M/E plans and results framework.
- Reviewed logical framework and Monitoring plan M/E tools and Evaluation guidelines
- Data collection tools.
- Develop training workshop report.
1.4.2 Outputs and schedule
The precise dates of the assignment will be on 28th Sept to 2nd October 2020. (4 days)
1.5 Remuneration and Expenses
CECOME shall pay the consultancy fee to the consultant as agreed between both the parties by contract agreement. All travel and local expenses shall also be included in the contract agreement. Initial payment of 10% will be made upon signing of the contract ,30% upon completion of training and the final 60% to be paid upon submission of the training 2 report reviewed and approved by ISF and the Implementing Partners.
6.0 Skills, Qualifications and Experience
1) Bachelor’s degree in related field required; master’s degree preferred.
2) Minimum three years of professional experience related to M&E
3) Experience with result-based project Management.
4) Ability to apply participatory training Methodologies.
